Visit to the Republic of Singapore and the Kingdom of Cambodia by Senior Vice-Minister for Foreign Affairs Kiyohiro Araki

1. Summary

  1. Senior Vice-Minister for Foreign Affairs Kiyohiro Araki visited the Republic of Singapore and the Kingdom of Cambodia from 7 to 11 January 2001.
  2. In Singapore, Senior Vice-Minister Araki held meetings with Prime Minister Goh Chok Tong, Minister of Foreign Affairs S. Jayakumar, and Minister for Trade and Industry George Yeo and delivered a keynote address at the 4th Japan-Singapore Symposium, a forum for intellectual exchange attended by learned individuals from both countries.
  3. In Cambodia, Senior Vice-Minister Araki held meetings with Prime Minister Hun Sen and Senior Minister and Minister of Foreign Affairs and International Cooperation Hor Namhong and attended a groundbreaking ceremony for an economic cooperation project with Japan.

2. Specific Results

1. Singapore

a. The following points were confirmed in talks held with the above-mentioned leaders:

  • Cooperation between the two countries is important for peace and prosperity in Asia.
  • In the same context, Japan and Singapore will endeavor to make the Japan-Singapore Economic Partnership Agreement an agreement suitable for a new age that covers a broad range of fields.

b. Keynote Address at the 4th Japan-Singapore Symposium

Senior Vice-Minister Araki, in his keynote address, noted that Japan and Singapore would actively engage themselves in such fields as security and economy (especially information and communications technology (IT)) for prosperity and stability, while stressing the importance of bilateral cooperation from a global perspective.

2. Cambodia

a. Meetings with senior officials:

  • Senior Vice-Minister Araki highly evaluated the efforts of the Government of Cambodia in advancing a series of domestic reforms and renewed Japan's support for these measures. In response, the Cambodian side expressed their deep appreciation for Japan's economic cooperation and expressed the desire to see this assistance continue.
  • Regarding the Bill for the Establishment of Extraordinary Chambers for the Khmer Rouge Trial, Prime Minister Hun Sen stated that it was expected the law would be compiled swiftly. Senior Vice-Minister Araki responded by reaffirming Japan's intention to give serious consideration to the possibility of human cooperation, including dispatch of judges, after final agreement with the United Nations had been reached over the establishment of the chambers.

b. Groundbreaking ceremony for an economic cooperation project with Japan, etc.

  • Senior Vice-Minister Araki took part with Prime Minister Hun Sen in the groundbreaking ceremony for the Project for the Rehabilitation of National Road No. 6 Siem Reap.
  • In the presence of Senior Vice-Minister Araki, a formal exchange of notes was carried out for the Project for Expansion of Phum Prek Water Treatment Plant (Detailed Design) and the Project for the Rehabilitation of National Road No.7 Kompong Cham (Detailed Design).
