Japan's Cooperation with ASEAN in dealing with Infectious diseases

Overview: On the occasion of G8 Kyushu-Okinawa Summit in 2000, Japan announced "Okinawa Infectious Diseases Initiative" for enhancing its assistance in the area of infectious and parasitic diseases with the target of allocating a total of US$3 billion over the next 5 years. (See attachment, which describes Japan's major contributions to infectious diseases to the ASEAN countries under this Initiative.)

New Proposal of Japan

"Japan-ASEAN Information and Human Network for Infectious Diseases Control (HIV/AIDS, Tuberculosis, Malaria & Parasitic diseases Control)"

The Government of Japan wishes to start consultation with ASEAN to implement a project entitled "Japan-ASEAN Information and Human Network for Infectious Diseases Control (HIV/AIDS, Tuberculosis, Malaria & Parasitic diseases Control)" to support ASEAN countries' efforts to fight against infectious diseases.

The main purposes of this project are:

(1) Building the human network for infectious diseases control through the promotion of human resource & capacity building,

(2) Maximum utilizing project-type technical assistant and third country training,

(3) Complement ASEAN countries' efforts to fight against infectious diseases.

ATTACHMENT

Japan's major contributions to infectious diseases to the ASEAN countries

1. Partnership with civil society, donors and international organizations

A. Dispatching the joint project formulation missions on population and health including HIV/AIDS under the US-Japan Common Agenda for Cooperation in Global Perspective to Cambodia in 2000

B. Grant Assistance for Grass-roots Projects by NGOs and local public bodies (Malaysia, Myanmar, Vietnam)

C. JICA (Japan International Cooperation Agency) Community Empowerment Programme to utilize local NGOs as implementing bodies of the projects. (Philippines and Thailand, from 1998 to 2001.)

D. Contribution of US$1 million in FY2000 to the IPPF (the International Planned Parenthood Federation) by establishing the "Japan Trust Fund for HIV/AIDS". The same amount of contribution to the Fund in FY2001 already decided. A training programme was held in Thailand inviting 20 peoples from Asia and Africa, by utilizing the fund.

2. Strengthening institutions

A. Grant aid of JPYen 382 million (US$3.64 million) for HIV/AIDS prevention projects in Vietnam

B. Equipment supply for HIV/AIDS control and blood test (the Philippines, Myanmar, Cambodia, Lao PDR in FY2000)

C. US$8 million grant assistance to Cambodia, Lao PDR, and Vietnam for supporting regional actions to prevent transboundary prevalence of HIV/AIDS

3. Human resources development

A. AIDS management course by FASID (the Foundation for Advanced Studies on International Development) was held in Ho Chi Minh city in November 2000. FASID plans a senior project management course in Chiangmai city in 2002 with financial support from the Japan-ASEAN Solidarity Fund.

B. US$600 thousand for Capacity Building on HIV/AIDS prevention and control in Cambodia.

C. Project for model development of comprehensive HIV/AIDS prevention and care (1998 January 2003)

4. South-south cooperation

A. Annual training programmes on diagnostic technology on HIV and opportunistic infection at the Research Institute for Tropical Medicine in the Philippines

5. Promotion of research activities

A. Cooperation projects with the National Institute of Health of Thailand for R&D on HIV/AIDS and other emerging infectious diseases

B. Joint research on HIV/AIDS Vaccine with the National Institute of Health of Thailand

6. Opportunistic infection control (TB control)

A. TB control projects in Cambodia

  • JPYen 803 million (US$7 million) grant aid to the project for improvement of the National TB Center (CENAT) of Cambodia and provision of equipment
  • Technical cooperation for TB control project in Cambodia (1999-July 2004)

B. JPYen 415 million (US$3.95 million) grant aid to support establishment of National TB reference laboratory in the Philippines.

C. Assistance to NGOs (Indonesia, Vietnam Cambodia)
