  1. On the afternoon of Saturday, March 27, 2004 (local time) Second Deputy Prime Minister and Minister of Foreign Affairs, Hon. James W. Wapakhabulo of the Republic of Uganda passed away, succumbing to heart disease.
  2. On hearing this news, on Monday, March 29, 2004, Minister for Foreign Affairs, Yoriko Kawaguchi sent a letter to Mrs. Angelina Wapakhabulo, expressing her condolences at the Second Deputy Prime Minister's sudden passing away, and the appreciation of Japan for the deceased's contribution to promoting Japan-Uganda bilateral relations.
