JAPAN CONTRIBUTES ABOUT 40 MILLION USD SUPPORTING UN AND PARTNERS 2009 WORKPLAN FOR SUDAN AND OTHER PROGRAMMES

The Government of Japan decided to contribute 33.7 million US Dollar in total to UN and International Organisations to support UN and Partners 2009 Work Plan for Sudan, 4 million to ICRC, and 2 million USD to UNDP, from Japan's FY 2008 supplementary budget. The said contribution will be utilised by the following UN Agencies and International Organisations for their Programmes/Projects for Consolidation of Peace in the Sudan:
- ICRC will receive 4 million US Dollar for Food Aid, Livelihood assistance and Basic Health Care in Darfur.
- IOM will receive 6.5 million US Dollar, which will be utilised for;
- Developing an updated and more environment-friendly sustainable response to the food security and other livelihood challenges in Darfur (2 million USD), and,
- Livelihood approaches to food security and environment degradation in Northern Bahr el-Ghazal, Warrap, Unity, South Kordofan States and Abyei (4.5 million USD).
- UNDP will receive 2 million US Dollar, which will be utilised for Capacity Building of Southern Sudan Police Force and Community Police
- UNHCR will receive 7 million US dollar in total, which will be utilised for;
- IDPs and Refugees return in Southern Sudan and Blue Nile State (4 million USD), and,
- Improvement of Livelihood and Environment for refugees in camps and hosting communities in Kassala, Red Sea, Gedaref, Sennar, and Gezira States (3 million USD).
- UNICEF will receive 7 million US Dollar in total, which will be utilised for;
- Rehabilitation of Water and Sanitation, Primary Health Care and Primary Education in Abyei (2 million USD),
- Improvement of access to Health Care, Water and Sanitation, and Protective Environment for Vulnerable Children and their Families in Darfur (3 million USD), and,
- Capacity building of the families and communities for responding emergencies in Northern Bahr el-Ghazal, Warrap, Upper Nile, Jonglei, and Western Equatoria States (2 million USD).
- WFP will receive 13.2 million US Dollar, which will be utilised for;
- Food Aid for Darfur, Three Areas, Southern Sudan and other areas (10.2 million USD), and,
- Contribution to operation of UN Humanitarian Air Service (3 million USD, as the first assistance to UNHAS)
To implement the abovementioned programmes/projects funded by Japan, International and National NGOs have very important roles to play. These roles should be fully ensured in accordance with all the relevant conventions, agreements, and decisions including the UNSC Resolution 1828, as well as relevant domestic laws.
Since the signing of Comprehensive Peace Agreement (CPA) in 2005, the Government of Japan has been assisting Consolidation of Peace in the Sudan, totalling nearly 354 million US Dollar, including this contribution. Japan pledged 200 million US Dollar for Humanitarian and Development assistance at the Third Sudan Consortium in Oslo, May 2008: as of now, Japan has obligated assistance of totalling nearly 144 million US Dollar for Sudan in 2008 and 2009 along with the said pledge, despite the recent global financial crisis.
