Rolling Plans

1. What are "Rolling Plans"?

  • A "Rolling Plan" is a document made for each recipient country of Japan's ODA, to outline an overall picture of Japan's assistance to the country. In a Rolling Plan, basically all on-going ODA projects are listed and classified according to country-specific priority areas, development issues, and programs.
  • By utilizing this Rolling Plan, it is aimed to better employ different development assistance schemes (technical cooperation, grant aid, ODA loans, cooperation through international organizations, etc.) in an integrated manner when designing, planning, and implementing ODA projects.
  • Japan shares Rolling Plans with its recipient countries with a view to further improving aid predictability.

  • (1) In order to further increase transparency of ODA, the Rolling Plans are made available on this ODA website and revised annually.
  • (2) Rolling Plans are compiled in cooperation with the "country-based ODA task forces", which consist of Japanese embassies and JICA overseas offices.
  • (3) Please note that not all ODA projects through international organizations and Japanese ministries other than MOFA are listed in the Rolling Plans.
  • (4) Since ODA projects by Japanese ministries other than MOFA are implemented on a single fiscal year basis, details of the projects have yet to be decided at the beginning of the fiscal year when the Rolling Plans are revised. Such projects are not listed in the Rolling Plans.
