VI. Assistance for Anti-Personnel Mine-Related Activities 1. Overview Assistance for Japanese NGO’s activities related to anti-personnel mines and unexploded ordnance, including demining and bomb-disposal, assistance to victims and mine avoidance education. 2. Eligible Countries This assistance should be provided mainly in countries where anti-personnel land mines are buried. There should be a high need for active support for NGOs and other organizations in anti-personnel mine-related activities. 3. Eligible NGOs (1) Japanese NGOs that will initiate activities to contribute to mine-related assistance in countries where anti-personnel mines are buried. The main aim is demining. (2) Organizations should have experience in such activities and in principle organizations that are starting such activities for the first time will not be eligible. The following points will be considered when selecting organizations eligible for assistance. (A) Structure of the implementing organization (i) Is the organization one that has experience in anti-personnel mine-related activities (one gauge is whether the organization has more than three years past experience)? (ii) Is there accurate information management and financial reporting capacity (reporting capacity on the results of regular monitoring)? (iii) Is a structure in place to enable the effective implementation of activities concerned? (B) Content and quality of assistance activities (i) Are the activities of high beneficial effect? Is there an appropriate expansion plan? (ii) Is there a comprehensive development plan that looks to land use after removal of anti-personnel mines? (iii) Are efficient anti-personnel mine-related activities being undertaken (it would be preferable for the organization to have efficient mine-clearing technology)? (C) Financial circumstances over previous years (i) Is there any source of instability to future activities such as large borrowings? (ii) Has sufficient funding being procured from recipient governments and from other donors? As a secondary matter, will the assistance activities result in elevating the profile of Japan’s assistance activities? 4. Limit of Grant Aid (1) Each project shall have an upper limit of 100 million yen. (2) Assistance to the same organization in the same recipient country for mine-clearing activities shall not exceed 200 million yen regardless of the number of approved cases, to the extent that there are no extenuating circumstances. 5. Eligible Expenses Basically, all expenses eligible in Assistance for Development Cooperation Projects shall be provided. And in addition, assistance for insurance expenses in the event of injury or death shall also be provided for persons directly involved in dangerous activities.
