III. Guidelines for Implementation of Grant Aid for NGO Emergency Humanitarian Assistance 1. Overview This grant aid is designed to assist Japanese NGOs involved in emergency humanitarian assistance activities for refugees and internally displaced persons (IDPs), arising from large-scale armed conflicts and natural disasters overseas, to launch their activities in a swifter and more flexible manner. 2. Target Projects Projects that are implemented at the disaster site by Japanese NGOs having experience in developing assistance activities at the site of armed conflicts and natural disaster, designed to provide emergency humanitarian assistance to persons affected by armed conflict or natural disasters (including refugees and IDPs) or to support reconstruction and rehabilitation efforts at the disaster site (including demining activities). 3. Project Period In principle for six months or less (however, exceptional cases are possible for projects to be up to one year in length, where although the situation is an emergency, a degree of continuity is deemed to be required). 4. Limit of Grant Aid Grant aid shall not exceed 100 million yen per project and shall, in principle, represent a maximum of 80% of the total funding for the project. 5. Eligible Expenses In principle all eligible in Assistance for Development Cooperation Project could be provided, and in addition, assistance for insurance expenses in the event of injury or death shall in principle also be provided in cases where activities are taking place close to an area of conflict. 6. Points to Note (1) At the time of examination emphasis will be placed on projects being implemented by NGOs that are in coordination or cooperation with assistance activities by the government of the country or region in question and relevant international organizations, and those that seek to achieve a maximum mutual complementarity effect. (2) In addition to basically fulfilling the requirement for assistance for development cooperation projects detailed in I. 7(1)(A) above, the NGO should have experience of emergency humanitarian relief abroad and also have experience of overseas cooperation projects in excess of 50 million yen within the last five years. (3) Coordination of activities among NGOs (A) Duplication of sites or type of projects should be coordinated among NGOs. Areas that are duplicated may not receive grant assistance. (B) In cases where some areas or contents of projects are related among NGOs, those NGOs are recommended to cooperate with each other. (C) In cases where the applying NGOs have no experience to cooperate with international organizations, such NGOs are recommended to implement projects together with, or in cooperation with, other NGOs which have the experiences mentioned above. (D) Proposed projects may not receive grant assistance when applying NGO has no specific plan to assure security in the country or the security plan is deemed insufficient.
