II. Guidelines for Implementation of Assistance in NGOs Partnership Projects 1. Overview (1) This is one form of assistance for development cooperation projects whereby Japanese NGOs cooperate with other NGOs*17, form a consortium and implement development cooperation projects together. ----- *17 Concerning Japanese and other partner NGOs, they shall fulfill the conditions detailed in I.7(1)(ii)(vi)(vii)(viii), and they shall have sufficient organizational structure to enable effective collaboration with the primary contractor. Group overview of each NGO is necessary on the submission of application. ----- (2) If one Japanese NGO receives more than 50 per cent of the contractual amount of the consortium, it shall sign a grant contract (G/C) with the JODM as the primary contractor. It is also necessary to provide as an attachment to the G/C details of how the grant will be devided among all NGOs involved. (3) The content of assistance shall be the same as Assistance for Development Cooperation Projects in I. above (refer to p.3), with the exception of 2. and 3. below. 2. Conditions for NGOs as Primary Contractors (Different from conditions for Assistance for Development Cooperation Projects (refer to p. 6)) (1) In the case that a problem occurs within the consortium with regard to the project for which an application has been submitted, the primary contractor shall make the required adjustments and affect a resolution, and shall take legal responsibility. (2) NGOs must have had more than three years experience in implementing similar projects (ideally of around a scale of 20 million yen per case). (3) NGOs must have received Grant Aid for Grassroots Projects or NGO Project Subsidies or other grants on at least three previous occasions. (4) NGOs must have a structure on site at the project location to enable appropriate monitoring of the project, including having a local office and permanent staff. 3. Implementation Period for Target Projects (1) The implementation period for target projects shall be one year from the conclusion of the contract. (2) However, for projects that are scheduled to last for a number of years, with an upper limit of three years, consideration will be given to projects in their second and third year of implementation, and will be considered for approval in accordance with the following criteria. (A) On the occasion of an application being made in the first year of the project, in addition to a project plan being submitted for the year in question (including plans by all participating NGOs), a plan for the project as a whole and its entire duration (including plans by all participating NGOs) shall be submitted. (B) An examination will be implemented based on the progress status of the project and in the case that it is deemed that the project would have a sustainable effect and it is preferable for it to be continued for a number of years, then an application will be given priority for approval in subsequent years.
