International Drug Control Summit 2002
- Forum for Parliamentarians, Senior Officials and Experts -

April 2002

  1. The Federation of Japanese Parliamentarians to Fight against Abuse of Narcotics and Amphetamine-type Stimulants (ATS) (President, Former Prime Minister Mr. Ryutaro Hashimoto), the Government of Japan (National Police Agency other site, Ministry of Foreign Affairs other site, Ministry of Finance other site, Ministry of Health, Labor and Welfare other site, and Japan Coast Guard other site), and the United Nations International Drug Control Program will jointly host the International Drug Control Summit 2002 on April 23 and 24 at Takanawa Prince Hotel in Tokyo.
  2. It is expected that parliamentarians, high-level government officials including Ministers, and experts from Asia-Pacific countries, Afghanistan and its neighboring countries, Europe, North America, Latin America and international organizations will attend the conference. (Please see 2. below for the list of participating countries and organizations.)
  3. The 2002 Drug Control Summit will be the first to be held in Asia. In this regard, issues scheduled for discussion include amphetamine-type stimulants (ATS) and other synthetic drugs covering various aspects such as suppression of production, interdiction of trafficking and reduction of demand. In light of recent rapid developments in the situation in Afghanistan, drug problems in that region will also be discussed. (Please see 1. below for the details of the program.)
  4. The International Drug Control Summit was originally initiated by European and U.S. parliamentarians as a forum for free and informal exchange of views on international drug problems. Following the first conference in the UK in 1998, further conferences have been held in Austria (1999), the United States (2000) and Bolivia (2001). The number of participating countries has been increasing each year.
  5. In light of the nature and history of this Summit as a forum for informal exchange of views by parliamentarians, the co-hosts have decided that the discussions during the sessions will not be made public, following the example of the past conferences. Therefore, this Summit is not open to public for attendance, but a press conference is scheduled at the end of the Summit, and the Chairman's Summary will be posted on this Homepage after the Summit.
