Japan's Actions and Measures on Capacity Building for Combating Terrorism

- Supporting capacity for counter-terrorism in Asian region -

  1. Japan's Policy on Supporting Capacity Building for Counter-Terrorism

    (1)Since the terrorist attacks of September 11, we have been constantly fighting against international terrorism. In order to prevent and eradicate cross-border terrorism, international community needs to consolidate its efforts for enacting counter-terrorism measures. From this perspective, it is essential to provide assistance (especially, capacity building) for countries which are not necessarily able to prepare for counter-terrorism measures.

    (2) Japan has been contributing to the global efforts to eradicate international terrorism. For the purpose of combating terrorism threats in Asia which directly affect Japan's security, Japan has been and will be providing supports for Asian countries in need, in terms of enhancing their capacity of implementing anti-terrorism measures.
  2. Concrete Actions and Measures

    (1) Six areas in which concrete actions have been taken
    Based on the above policy, Japan has been taking actions and measures for capacity building for combatting terrorism, mainly for Asian countries, in the following 6 areas. Similar kind of capacity building efforts will be extended.

    (i) Immigration Control
    (ii) Aviation Security
    (iii) Customs Cooperation
    (iv) Export Control
    (v) Police and Law Enforcement
    (vi) Measures against Terrorist Financing

    (2) Actual achievement
    In the above 6 areas, Japan will receive around 250 officials in 2002 fiscal year.

    (3) New measures to be taken (see attached draft program)
    In addition to the capacity building assistance in the above 6 areas, Japan will newly organize a program to receive 30 responsible officials annually from 2003 to 2007 fiscal year (totally 150 officials in 5 years), in order to improve capacity for risk management in combatting terrorism.
