Summit Meeting Between Japan and the Republic of Singapore

A summit meeting between Japan and the Republic of Singapore took place over a period of approximately 15 minutes from 18:15 (local time. 19:15 Japan time) on 20 October in Shanghai. The following is an outline of the meeting.
During the meeting, Prime Minister of Singapore Goh Chok Tong once again invited Prime Minister Junichiro Koizumi to visit Singapore.
- The two countries confirmed that they had reached a substantial conclusion on the Japan-Singapore Economic Partnership for a New Age Agreement, and determined to seek to sign the Agreement at an early stage.
- Prime Minister Koizumi explained measures by Japan to combat terrorism and obtained the support of Prime Minister Goh.
1. Japan-Singapore Economic Partnership Agreement
(1) Prime Minister Koizumi expressed delight that substantial conclusion had been reached on the comprehensive Economic Agreement, expressing the hope that the Agreement, as Japan's first of its kind, would become a model for agreements of the same type.
(2) In response, Prime Minister Goh expressed gratitude for Prime Minister Koizumi's strong support of the Agreement, and hoped that the legal arrangements for the Agreement would be completed as early as possible so that it might be signed by the end of the year.
2. Simultaneous Terrorist Attacks in United States of America
(1) Prime Minister Koizumi said that the issue of terrorism was one that the entire world should tackle as a concern of its own, stating that the matter was not without implications for Japan and expressing admiration for Singapore's resolute approach to the terrorist acts. The Prime Minister also said that, while laws were currently being formulated to allow support by the Self-Defense Forces, the Self-Defense Forces would not engage in the use of force even if such laws were to be established.
(2) Prime Minister Goh responded by saying that he supported participation by Japan in non-combatant activities.
