The International Press Center for accredited journalists is located in Osakajo Hall (3-1 Osakajo, Chuo-ku, Osaka), a five-minute walk from Osakajo Koen Station on the JR Loop Line. It is located near the Osaka Geihinkan, where the Economic Leaders Meeting will be held; the Hotel New Otani Osaka, the venue for the Ministerial Meeting; and the Crystal Tower, where the International Broadcasting Center is situated.

The hall is built on spacious grounds and is flanked to its north by the Hirano River and to its south by the outer moat of Osaka Castle, which stands to the southwest of the hall.

The IPC operates on a 24-hour basis between 9:30 on November 15 and noon on November 20. Entry to the IPC is limited to those displaying APEC Press Cards or delegation credentials.


Guidelines to Coverage, which contains information essential to coverage of APEC Osaka 1995, should be picked up at the Information desk.


Accreditation Counter

[Booth next to IPC Entrance, 2nd Floor]

The Accreditation Counter (tel. 06-940-1621) hands out APEC Press Cards (pink for journalists) and reissues them in case of loss or theft. (Lost or stolen cards should be reported to the counter immediately.) To have a card reissued, a document confirming one's press affiliation, a form of personal identification (passport, driver's license, etc.), and two color photos of yourself (4.5 cm tall by 3.5 cm wide without borders) are required.

The APEC Press Card must be shown when entering the IPC and the International Broadcasting Center and displayed where it can be easily seen at all times during APEC Meeting events. It is strongly recommended that you carry a passport or other form of official photo identification with you.

Because of space limitations, coverage of all APEC Meeting events is being pooled. Only those displaying a Pool Card may enter the coverage area. The card allows just one person admission to the designated area. Pool members are requested to wear their Pool Cards at all times in addition to their APEC Press Cards.

The distribution of the Pool Cards is the responsibility of the Press Officer of each delegation.

Information

[Arena]

The Information desk handles general inquiries about IPC facilities and services. Guidelines to Coverage of the APEC Meetings are distributed at the desk. Language assistants for Chinese, Indonesian, Korean, Spanish, and Thai are available to help you communicate with the English-speaking Information desk staff.

APEC Closed-Circuit Television (CCTV)
CCTV monitors are set up in the Journalist Working Area, Press Cafeteria, and elsewhere in the IPC to relay footage of the major APEC Meeting events.

Computer-Aided Press Information System (CAPIS)
CAPIS monitors are set up next to CCTV monitors to provide updated schedules of APEC Meeting events and press conferences. The information is provided in either Japanese or English. The monitors that are connected to mouses allow users to call up the information desired and to make a printout of the screen.

Internet and Publications Service

[Arena]

Computers running demonstrations of how the Internet is accessed are set up at the Internet and Publications Service desk. Information about APEC can be obtained through the APEC Official Home Page (http://apec.tokio.co.jp/), which is linked to the Ministry of Foreign Affairs Home Page (http://www.nttls.co.jp/infomofa/) and a vast number of other related home pages.

The desk also distributes books and pamphlets about Japan as well as the Japanese Foreign Ministry's CD-ROM.

Journalist Working Area

[Arena]

There are approximately 600 seats in the Journalist Working Area for accredited media personnel. There is no charge for the use of the seats.

Phones and Faxes
Pay phones and faxes are available in the Journalist Working Area. To receive incoming calls and faxes, use the phones and faxes at the Message Board. Prepaid telephone cards may be purchased at the Telecommunications Counter, which also answers questions about the use of the phones and faxes, rents fax machines, and offers a telex service.

  • NTT pay phones (domestic and international calls) accept coins and prepaid NTT telephone cards and are equipped with RJ11 four-pin modular jacks.
  • KDD pay phones (international calls only) accept prepaid KDD telephone cards and credit cards (Visa, MasterCard, Diner's Club, JCB, and American Express) and are equipped with RJ11 four-pin modular jacks.
  • Faxes (transmission only) are connected to pay phones. Payment methods are the same as those for the pay phones.

Electricity
Electric current in Osaka is 100 volts/60 hertz. Outlets accommodate two-pronged plugs only. Converters and adapters are not available for rent.

Supplementary Working Area

[West Corridor, 2nd Floor]

A Supplementary Working Area with approximately 120 seats is available. The area has NTT and KDD pay phones as well as desktop electric outlets.

Press Booths

[Arena]

Press Booths are for the exclusive use of the news organizations that have booked them in advance. All booths have already been reserved for the duration of the APEC Meetings. Keys to the booths can be obtained at the IPC Maintenance desk starting at 9:30 on November 15, and they must be returned by noon on November 20.

Press Liaison Booths

[Arena]

Press Liaison Booths are for the Press Officers of each APEC member economy.

Five rooms are available for press conferences and briefings by APEC member economies.

Photographs of major APEC events are available at this counter free of charge. Each news organization is limited to one copy of each shot.

IPC Maintenance

The desk manages the Press Booths, the keys to which can be obtained here, and handles the maintenance of fixtures and furnishings in the IPC, including the servicing of electrical malfunctions.

Lockers

Approximately 200 lockers are available in the arena. A 100 yen-coin deposit is required, which will be refunded when the key is returned.

Message Board

Messages received by the telephones and fax machines exclusively for incoming calls (tel. 06-949-7000, fax 06-265-9800) are posted on this board. Journalists are asked to stop by the board occasionally to see if there are any messages for them. Public address announcements will not be made.

News Agency Wire Service

Monitors at the counter give access to various English-language wire services. The service is available around the clock.

P.H.S. (Personal Handy-phone System) cordless phones are available for rent.

Development and printing of both color and black and white film are offered for a fee. Development takes about one hour. The counter also sells film.

Telecommunications Counter
[Arena]

The counter offers assistance with the use of pay phones and faxes and other telecommunications equipment; sells prepaid telephone cards; rents fax machines; and provides a telex service for a fee. Telex messages will be posted on the Message Board in the same manner as fax and phone messages.

Travel and Kansai Information Counter
[North Hall, Arena]

The Kansai Host Council for Osaka APEC Meetings (secretariat: third floor of the Osaka Kokusai Hotel, 2-3 Honmachibashi, Chuo-ku, Osaka, tel. 06-946-2460) provides information about the Kansai area as well as travel information in general. The counter also handles transportation and lodging reservations.

Press Cafeteria

A cafeteria for journalists with APEC Press Cards offers breakfast, lunch, and dinner free of charge.

Pool Buses
Buses for media pools link the IPC with APEC Meeting venues. Departure times and other details are available on CAPIS monitors and at the Information desk.

Shuttle Buses
Shuttle buses link the IPC with major hotels. Details on departure times are available at the Information desk.

Miscellaneous

Separate collections are made for burnable and nonburnable trash. Please use the proper bin when throwing items away.

Smoking is not permitted in the Press Conference and Briefing Rooms. Please refrain from smoking in other areas where smoking is prohibited.
