Overview

  • The Japanese Funds-in-Trust for the Capacity-building of Human Resources is a trust fund established at UNESCO with the fiscal 2000 budget. The main purpose of the fund is to cooperate in the human resources development projects undertaken by UNESCO, especially the capacity-building of human resources in developing countries. In fiscal 2010 the fund donated 1.14 million yen (107 million USD). Thus far the fund has donated a total of approximately 60.6 billion yen (about 54.5million USD).
  • Mr. Koichiro Matsuura, then Director-General of UNESCO, promoted human resources development projects as an important UNESCO policy, since such projects are essential to the sustainable development of developing countries. UNESCO has been assertively promoting human resource development projects, having taken as a target the attainment of millennium development goals (MDGs).
  • The trust fund implements human resources development and capacity-building projects, especially in the area of education. Projects include teacher training at the primary and secondary education levels, seminars for HIV/AIDS preventive education, curriculum development, workshops to learn teaching methods, on-the-job training, and the dispatch of specialists. The fund also supports the research activities of researchers in developing countries through various fellowship programmes. Furthermore, the fund is also used to make active contributions to science and technology fields through human resources development designed to drive the World Water Assessment Program (WWAP) forward, and by implementing projects related to information and communication technology (ICT). A characteristic of the fund is the large number of interdisciplinary projects and projects that span UNESCO's different sectors (education, science, culture and communication).
