  1. Third Exploratory Round of Bilateral Talks between the United States and North Korea
  2. Deputy Press Secretary Ms. Naoko Saiki: Good afternoon everyone. I would like to start with several announcements.

    Ms. Saiki: First, on the third exploratory round of bilateral talks between the United States and North Korea. Yesterday on February 29, the US Department of State made an announcement on agreement reached during the US-Korea dialogue held on February 23 and 24 in Beijing. North Korea also announced the agreement between the two parties. Japan welcomes this agreement, which is an important step toward the resolution of various issues of concerns regarding North Korea. We hope that the consultations to be conducted for the actual implementation of the agreement will progress smoothly. It has been the position of the Government of Japan that concrete actions taken by North Korea toward denuclearization and its other commitments should pave the way for the resumption of the Six-Party Talks and other dialogues between North Korea and the countries concerned. The Government of Japan will continue to address this issue in close coordination with the United States, the Republic of Korea, and other countries concerned.

  3. Japan’s Voluntary Contribution for the Enhancement of the Atmospheric Transport Modeling System of the Comprehensive Nuclear-Test-Ban Treaty Organization
  4. Ms. Saiki: Second, on Japan’s voluntary contribution for the enhancement of the atmospheric transport modeling system of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). On 27 February, the Government of Japan made a voluntary contribution of approximately 60 million Yen to CTBTO for a project to enhance the capability of the atmospheric transport modeling system. We expect that further enhancing the capability of this calculation program will, among others, enable the signatories to the Comprehensive Nuclear-Test-Ban Treaty to predict and judge, through CTBTO, the dispersion and influence of radioactivity more accurately based on more reliable scientific data authorized by the international organization.

  5. Emergency Grant Aid for the Power Crisis in the Republic of Palau
  6. Ms. Saiki: Third, on emergency grant aid for the power crisis in the Republic of Palau. On February 24, the Government of Japan decided to provide emergency grant aid of up to 300 million yen for the purpose of responding as an emergency measure to the power crisis in the Republic of Palau.

  7. Emergency Grant Aid for Refugees and Internally Displaced Persons by the Political Instability in Syria
  8. Ms. Saiki: Fourth, on emergency grant aid for refugees and internally displaced persons by the political instability in Syria. On February 24, the Government of Japan decided to provide 3 million US dollars in emergency grant aid for refugees and internally displaced persons by the political instability and the worsening of the human rights situation in Syria since March 2011.

  9. Visit to Japan by the Amir of the State of Kuwait
  10. Ms. Saiki: Fifth, on the visit to Japan by the Amir of the State of Kuwait. His Highness Sheik Sabah Al-Ahmad Al-Jaber Al-Sabah, the Amir of Kuwait, will pay a state visit to Japan from Tuesday, March 20 to Friday, March 23.

  11. Public Symposium Co-chaired by the Ministry of Foreign Affairs and the United Nations University Institute for Sustainability and Peace
  12. Ms. Saiki: Sixth, on a public symposium co-chaired by the Ministry of Foreign Affairs and the United Nations University Institute for Sustainability and Peace (UNU-ISP). On Thursday, March 8, the Ministry of Foreign Affairs is going to co-organize a symposium with the UNU-ISP on domestic measures to implement the obligations under the Nagoya Protocol. This symposium is aimed at facilitating discussions and considerations among countries relevant to the domestic measures. Government officials and experts of countries that have already implemented such measures or have advanced discussions are invited and will be asked to share their experiences and their ideas.
