Assistance for Holding the African Union (AU) Senior Mission Leaders Course and Dispatch of Senior mentors from Japan

  1. The Government of Japan will provide financial assistance for the AU Peace Support Mission Senior Mission Leaders Course to be held in Egypt from May 24 (Sunday) to June 4 (Thursday). This course is organized by the AU with the support of the United Nations. Japan will also dispatch two senior mentors as part of the assistance that Japan is currently providing to the Peacekeeping Training Centers in Africa.
     
  2. Japan will provide part of the expenses to hold this course, which will take place at the Cairo Regional Center for Training on Conflict Resolution and Peacekeeping in Africa (CCCPA). Furthermore, Major General Muneo Sakakieda (President, JGSDF Kodaira School) and Sukehiro Hasegawa, Hosei University, Faculty of Law Professor (former Special Representative of the United Nations Secretary-General in Timor-Leste) will be dispatched to the course as senior mentors. Major General Sakakieda and Professor Hasegawa will both give lectures and participate in simulation exercises. They will also give guidance and offer advice to course participants based on their expertise in the field of international peace cooperation.
     
  3. Japan is proactively supporting the enhancement of peacekeeping capabilities in Africa through cooperation with the Peacekeeping Training Centers. The assistance to be provided for this Senior Mission Leaders Course will specifically contribute to strengthening the peacekeeping capabilities of the AU itself, and is also significant in terms of strengthening Japan’s partnership with the AU. In this way, Japan intends to make the best use of its expertise and experience to provide meaningful assistance, by mobilizing both financial and human resources.

    Currently, Japan is carrying out a project through the United Nations Development Programme (UNDP) to provide assistance amounting to approximately 3 million US dollars to the Cairo Regional Center for Training on Conflict Resolution and Peacekeeping in Africa (CCCPA). Support for the AU Senior Mission Leaders Course is part of this project. The expenditure for this course is approximately 130,000 dollars (a joint funding with the Governments of Canada and Germany).

    Supported by the United Nations Department of Peacekeeping Operations, this course is organized by the AU to train leaders for future AU peace support missions. The course has been held three times in the past. The total of 25 participants include high-ranking officers from the armies of various African countries (such as generals and colonels), and high-ranking civilians including leaders from police forces. This course is the highest level of the peacekeeping training courses that are being held in Africa.
