Signing of the "Agreement between the Government of Japan and the Government of Ukraine concerning Cooperation to Advance Aftermath Response to Accidents at Nuclear Power Stations"

- On Wednesday, April 18, Mr. Koichiro Gemba, Minister for Foreign Affairs of Japan, and H.E. Mr. Viktor Baloga, Minister of Emergencies of Ukraine, who was visiting Japan at the invitation of the Minister for Foreign Affairs, signed the "Agreement between the Government of Japan and the Government of Ukraine concerning Cooperation to Advance Aftermath Response to Accidents at Nuclear Power Stations".
- The Agreement stipulates fields in which the Government of Japan and the Government of Ukraine will make efforts to advance cooperation for the promotion of responses after a nuclear power station accident and methods for such cooperation, and also stimulates the setting up of a joint committee for the effective implementation of such cooperation. With the conclusion of this Agreement, it is expected that a base between the two countries for carrying out cooperation for the stable promotion of responses after an accident in a nuclear power station will be provided for the medium- to long-term and that cooperation between the two countries will be strengthened. Especially, the Government of Japan expects that through this Agreement, Japan will be able to utilize the wisdom Ukraine obtained through its response after the Chernobyl nuclear power station accident for reconstruction from the Fukushima No. 1 Nuclear Power Station accident. Moreover, it is expected that the friendly relationship between the two countries will be further progressed by promoting cooperation based on the Agreement.
- Following the signing of the Agreement, the ministers reconfirmed their intent to advance concrete cooperation at an early stage based on the Agreement, sharing the view that they would continue to enhance bilateral relations in a wide range of areas.

The Agreement will become effective on the day when the Government of Japan receives a written notification from the Government of Ukraine which notifies the completion of necessary domestic procedures for the entry into force of the Agreement (Article V). Therefore, the Agreement is not effective at present.
