- An exchange of notes between the Government of Japan and the Government of the Republic of Haiti concerning Japanese grant of part of the materials and equipment of the Japanese Engineer Group engaged in the United Nations Peacekeeping Operation in the Republic of Haiti took place in Port-au-Prince, the Republic of Haiti, on December 19 (December 18, EST) between Mr. Kenji Kuratomi, Ambassador of Japan to Haiti, and Mr. Pierre-Richard Casimir, Minister of Foreign Affairs and Religious Affairs of Haiti.
- Japan has dispatched Self-Defense Forces (SDF) units since February 2010 following the earthquake in January 2010 in Haiti to support the recovery and reconstruction of the country through activities such as removal of rubble and ground leveling. The SDF units will withdraw from Haiti by the end of December 2012, as the Government of Japan has reached the conclusion that they have made sufficient contributions to the recovery and reconstruction of Haiti.
- This exchange of notes establishes a framework under which the Government of Japan grants to the Government of the Republic of Haiti part of the materials and equipment of the SDF units on the occasion of their withdrawal in response to the request from the latter to make use of them for its activities such as road repairs and disaster management. This grant is the first case of overseas transfer of defense equipment under the Guideline of Overseas Transfer of Defense Equipment etc. specified in the statement by the Chief Cabinet Secretary of December 2011, as the granted materials and equipment include those that are categorized as defense equipment.
- Japan will continue to provide support to Haiti for its recovery after the earthquake as well as the establishment of basic social services. Japan hopes that the granted materials and equipment will be utilized effectively to contribute to the reconstruction, economic and social development of Haiti and the welfare of the people of Haiti.
