- Typhoon Bopha (Philippine name: Pablo) cut across Mindanao in southern Philippines on December 4 and 5, triggering a series of flash floods, landslides and flooding and resulting in massive damage, including many casualties, injured, and displaced.
- In response to this situation, on Wednesday, December 5, Prime Minister Yoshihiko Noda sent a message to H.E. Mr. Benigno S. Aquino III, President of the Republic of the Philippines, and Minister for Foreign Affairs Koichiro Gemba also sent a message to H.E. Mr. Albert del Rosario, Secretary of Foreign Affairs of the Republic of the Philippines, expressing his condolences and sympathies for the loss of many lives and for the many people affected by this disaster and stating that Japan will extend any necessary assistance.
