Addition of lists for the measures to freeze the assets of President Bashar Al-Assad and his related individuals and entities in Syria

Japan has been implementing such measures as freezing the assets of President Bashar Al-Assad and his related individuals and entities in Syria Arab Republic, in order to contribute to the international efforts for international peace.
In view of the current international situation surrounding Syria, Japan has decided to add 36 individuals and 19 entities to the list of those subject to the measures such as freezing of assets, in line with the measures being taken by other major countries, in order to contribute to the international efforts for international peace aimed at the resolution of this issue.
Also, in addition to an ongoing stricter review on the issuance of visas against those who had been designated by the Ministry of Foreign Affairs Notice such as Syrian President Bashar Al-Assad and his related individuals, the 36 individuals and the 19 entities designated by the Notice (issued November 27) will also be subject to the review of same degree.
Starting today, Japan takes following new measures:
Asset Freeze
Starting from November 27, Japan implements the measures below, under the Foreign Exchange and Foreign Trade Act, on Syrian President Bashar Al-Assad and his related individuals and entities designated by the Ministry of Foreign Affairs Notice (issued November 27).
(1) Payment restriction
A license system is required for payments to the individuals and entities designated by the Ministry of Foreign Affairs Notice.
(2) Restriction on capital transactions
A license system is required for capital transactions (i.e., contract of money deposit, trust, and loans) with the individuals and entities designated by the Ministry of Foreign Affairs Notice.
(3) Designation
Refer to the attached Notes.
* In total, the numbers on the lists of those subject to the measures on Syrian President Bashar Al-Assad and his related individuals and entities will be 59 individuals and 35 entities.
Stricter review on the issuance of visa against certain individuals
A stricter and individual review on the issuance of visas will be imposed on the 36 individuals and the 19 entities designated by the Ministry of Foreign Affairs Notice (issued November 27) upon its application. Japan continues to put in place a stricter review on the issuance of visas against those who had been designated by the Ministry of Foreign Affairs Notice such as Syrian President Bashar Al-Assad and his related individuals.
