On September 21, Mr. Yoshihiko Noda, Prime Minister, conveyed the following message of condolence to Mr. Hamid Karzai, President of the Islamic Republic of Afghanistan, responding to the death of Mr. Burhanuddin Rabbani, Chairman of High Peace Council and Former President of Afghanistan, at the bomb attack on September 20 in Kabul:
- Prime Minister Noda conveys his heartfelt condolences for the Afghan Government and its people upon receiving the news of the death of Mr. Rabbani, Chairman of High Peace Council.
- Death of a contributor for the peace and stabilization of the Islamic Republic of Afghanistan is a great loss for many countries.
- Prime Minister Noda hopes that the Islamic Republic of Afghanistan will overcome this tragedy. Japan remains committed to continue its cooperation as much as possible for the stabilization and reconstruction of the Islamic Republic of Afghanistan.
