  1. On Tuesday, May 31, from 5:20 PM, Mr. Takeaki Matsumoto, Minister for Foreign Affairs, and Mr. Eduardo Ferreyros Kuppers, Minister of Foreign Trade and Tourism of the Republic of Peru, signed the Agreement between Japan and the Republic of Peru for an Economic Partnership at the Ministry of Foreign Affairs of Japan.

  2. Following the signing of the agreement, Minister Matsumoto held a meeting with Minister Ferreyros for about 25 minutes. An outline of the meeting is as follows.
    (1) Minister Matsumoto stated that following the earthquake, Japan will aim for open reconstruction with the help of the international community and that he expects that the signing of the Economic Partnership Agreement will also contribute to this end, as well as to the further deepening of bilateral relations between Japan and Peru. In response, Minister Ferreyros expressed solidarity with the people of Japan with regard to the earthquake, on behalf of the people of Peru. Minister Ferreyros also explained that Peru had decided to make Friday, March 18 “a national day of mourning” for Japan, and that Masses were held across the country for Japan.

    (2) Minister Matsumoto stated that during the five years of the administration of President García, his leadership had significantly contributed to deepening the bilateral relations, and the signing of the Economic Partnership Agreement was one of the major outcomes of their deepened bilateral relations. In response, Minister Ferreyros recounted an episode in which President García, upon winning the election five years ago, first visited the Japanese Ambassador’s Residence before he assumed the post of President, to strengthen relations with Japan. Minister Ferreyros further stated that in addition to the Investment Agreement and the Economic Partnership Agreement, ties on a private level are also becoming stronger, and that he expects further investment to be made in the future by Japan via the Economic Partnership Agreement.

    (3) Minister Matsumoto stated that with regard to the Trans-Pacific Partnership (TPP) negotiations, he would like to consider the timing of participating in the negotiations while obtaining information from Peru, a participant in the negotiations. In response, Minister Ferreyros stated that he expects Japan to participate in the negotiations, and readily agreed to work closely with Japan.

    (4) Minister Matsumoto further expressed his expectations for the increase of the number of tourists from both sides, and the necessity of safety considerations, and Minister Ferreyros agreed with Minister Matsumoto.
