It was established under the leadership of France, and is a conference for discussion between participating countries (at the time of establishment, it was called the "Leading Group on Solidarity Levies to Fund Development"). Japan participated as an observer from the Second Plenary Meeting (February 2007) to the Fourth Plenary Meeting (April 2008), and officially joined from the Fifth Plenary Meeting (November 2008).
