Exchange of Notes for General Project Grant Aid for the Democratic Republic of the Congo (le projet de réhabilitation de l’usine de traitement des'eaux de Ngaliema dans la ville de Kinshasa en République Démocratique du Congo and le projet d’extension de l’usine de traitement des'eaux de Ngaliema dans la ville de Kinshasa [le Concept Détaillé])

  1. The Government of Japan has decided to extend general project grant aid to contribute to the implementation of le projet de réhabilitation de l’usine de traitement des'eaux de Ngaliema dans la ville de Kinshasa en République Démocratique du Congo and le projet d’extension de l’usine de traitement des'eaux de Ngaliema dans la ville de Kinshasa (le Concept Détaillé) totaling a maximum of 2.025 billion JPY to the Democratic Republic of the Congo. Notes to this effect were exchanged on February 12 (Fri) in Kinshasa, the capital city of the Democratic Republic of Congo, between Mr. Kanji Kitazawa, Japanese Ambassador to the Democratic Republic of the Congo, and M. Raymond Tshibanda N’Tungamulongo, Ministre de la Coopération Internationale et Régionale.

  2. Due to many years of civil war in the Democratic Republic of the Congo, economic and social facilities have not been upgraded, and major water purification facilities in urban areas are rapidly deteriorating. Together with rapid population growth after the end of the civil war, capital functions have been seriously hindered.

  3. This grant aid will provide the necessary funds for repairing water purification facilities at     Ngaliema District Water Treatment Plant in Kinshasa Province, as well as for detailed designs to expand water facilities in order to meet the rapidly increasing populations of its water supply districts. It is expected that, through this grant aid, water purification capacities that declined approximately ten percent due to deterioration will be restored and water provision in the city of Kinshasa will become stable, resulting in recovery of capital functions and invigoration of economic activity.

  4. This grant aid is part of Japan's commitment to Africa announced at the Fourth Tokyo International Conference on African Development (TICAD IV) to provide assistance in the field of infrastructure.
