Exchange of Notes for Grant Aid for the Republic of Djibouti (the Project for Construction and Provision of the Training Facility for Basic Education Teachers)

- The Government of Japan has decided to extend grant aid (the Project for Construction and Provision of the Training Facility for Basic Education Teachers) totaling a maximum of 767 million JPY to the Republic of Djibouti. Notes to this effect were exchanged on February 11 (Thu) (local time: same day) in Djibouti, the capital city of Djibouti, between Mr. Masaki Noke, Ambassador, Embassy of Japan in the Republic of Djibouti, and Mr. Mahmoud Ali Youssouf, Minister for Foreign Affairs and International Cooperation of the Republic of Djibouti.
- The enrollment rate in Djibouti in the primary and the secondary education has been increasing rapidly. However, sufficient number of teachers cannot be trained as quickly as they can meet the increased needs for new teachers. It is necessary to train new and qualified teachers for primary and secondary education as soon as possible.
- Currently, only 30 new primary education teachers can be trained every year, and there is no established training facility for secondary education teachers. After the completion of the Project, 85 new primary education teachers and 240 new secondary education teachers will be trained every year.
- This grant aid is a part of Japan's commitment to Africa announced at the Fourth Tokyo International Conference on African Development (TICAD IV) to provide assistance in the field of education. The aid will also contribute to the strengthening of bilateral relations between Japan and Djibouti, as Djibouti hosts the Japan Self-Defense Forces (JSDF) which is currently engaging in counter piracy efforts off the coast of Somalia.
(Reference) The Republic of Djibouti covers a land area of 23,000 square kilometers, has a population of approximately 850 thousand people (World Bank, 2008), and a Gross National Income (GNI) per capita of 1,130 USD (World Bank, 2008).
