Statement by Mr. Seiji Maehara, Minister for Foreign Affairs of Japan, on Convention on Biological Diversity in Aichi-Nagoya, COP 10

  1. In the early morning of October 30 (Sat), the tenth meeting of the Conference of the Parties (COP 10) to the Convention on Biological Diversity (CBD) held in Nagoya, Aichi Prefecture, adopted the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable sharing of Benefits (“Nagoya Protocol”) as well as the New Strategic Plan of the Convention on Biological Diversity (“Aichi Target”), bringing a close to the meeting. In addition, prior to the above meeting, the fifth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 5) adopted the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress for Damage Resulting from Living Modified Organisms.
    Japan, as the Presidency of the COP 10 and COP-MOP 5 meetings, welcomes these outcomes.

  2. Through preparatory meetings and diplomatic missions abroad, Japan has been proactively urging each of the Parties to CBD to understand and cooperate with Japan’s position on the main issues of the convention from before the COP 10 and COP-MOP 5 meetings.

  3. In addition, for the heavily debated Nagoya Protocol, Japan contributed to building consensus among Parties toward the adoption of the agreement by presenting a balanced draft chair’s text which reflected the interests of all the Parties at the meeting.

  4. Going forward, Japan will contribute to the conservation of biological diversity and proactively support the efforts of developing countries to achieve the Aichi Target and implement the Nagoya Protocol through the “Life in Harmony” Initiative which includes “Sleeping Microbial Beauties Projects” and by utilizing its knowledge and technology in a way which takes into account the needs of developing countries.
