Submission of Japan’s Proposal on the “Post 2010 Biodiversity Targets” to the Secretariat of the Convention on Biological Diversity

  1. On January 6, the Government of Japan submitted Japan’s Proposal on the “Post 2010 Biodiversity Targets” to the Secretariat of the Convention on Biological Diversity (CBD Secretariat), as a result of consultations among government ministries concerned and taking account of hearing from public and exchanging views with experts, NGOs, and members of the economic sector.

  2. The Post 2010 Biodiversity Targets are scheduled to be discussed at the “Informal Expert Workshop on the updating of the Strategic Plan of the Convention for the post-2010 period” to be held in London, England from January 18 to 20, and also at the Trondheim Conference to be held in Norway from February 1 to 5. After that, the CBD Secretariat will organize and present to each party a Secretariat’s proposal for a Strategic Plan, including the Post 2010 Biodiversity Target, on the basis of the proposals of various countries and organizations by mid-February, 2010.

  3. After being considered at the preparatory meeting to be held in May in Nairobi (Subsidiary Body on Scientific, Technical and Technological Advice [SBSTTA] and Working Group on the Review of the Implementation [WGRI]), the Strategic Plan will be revised at the 10th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP10) in October

(Reference 1) The Convention on Biological Diversity
The objectives of this Convention are the conservation of biological diversity, the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. It also provides for the measures that parties can take towards these ends. Currently, 192 countries and the European Community are parties (Japan became a party in 1993).

(Reference 2) The 10th Meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD-COP10)
The 10th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP10) and the 5th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP5) will be held from October 11 to 29, 2010, in Nagoya, Aichi Prefecture, Japan.

The Post 2010 Biodiversity Targets
At the 10th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP10) to be held in October 2010 in Nagoya, Aichi Prefecture, the Strategic Plan decided upon at COP 6 (2002) will be revised. This Strategic Plan contains the 2010 Biodiversity Targets which state “to achieve by 2010 a significant reduction of the current rate of biodiversity loss.” One of the key challenges at COP10 will be setting new global targets (the Post 2010 Biodiversity Targets) for the period after 2010.
