Exchange of Notes for Non-Project Grant Aid for the Republic of Rwanda

- The Government of Japan has decided to extend non-project grant aid
of 600 million JPY to the Republic of Rwanda. Notes to this effect were
exchanged on September 8 (Tue) (local time: same day) in Kigali, the capital
of Rwanda, between Mr. Shigeo Iwatani, Ambassador of Japan to the Republic
of Rwanda, and Hon. Mrs. Rosemary Museminali, Minister of Foreign Affairs
and Cooperation of Rwanda.
- The economy of Rwanda suffered catastrophic damage as a result of the
civil war that took place from 1990 to 1994. However, the Government of
Rwanda has been proactively working to address a number of problems by concentrating
efforts towards economic structural improvement and alleviation of economic
hardship. The international community, including Japan, supports these efforts.
- At the Fourth Tokyo International Conference on African Development (TICAD IV) held May 2008, Japan announced its commitment to reduce poverty and establish peace within Africa. This grant aid will assist the Government of Rwanda in purchasing the equipment necessary to further efforts towards economic and social development. It is expected that the aid will contribute to the reduction of poverty in Rwanda and the promotion of peace within the Great Lakes region of Africa, which Rwanda is a part of.
(Reference) The Republic of Rwanda is located in Central Africa, covers a land area of 26,300 square kilometers, has a population of approximately 9.74 million people (World Bank, 2007), and a Gross National Income (GNI) per capita of approximately 320 USD (World Bank, 2007).
