Grant Aid to China for the Project for Human Resource Development Scholarship

1.  The Government of Japan has decided to extend to the Government of the People’s Republic of China a grant aid for the Project Human Resource Development Scholarship up to 585 million yen.  The Notes to this effect were exchanged on Monday, May 28 in Beijing between Mr. Yuji Miyamoto, Japanese Ambassador to China, and Mr. Yi Xiaozhun, Vice Minister, Ministry of Commerce of China.

2.  Details of the assistance are as follows:

The Project for Human Resource Development Scholarship

 (for students to be selected in FY2007 and to start studying in Japan in FY2008)

  Amount: 585 million yen    

   FY2007: 58 million yen

   FY2008: 284 million yen

   FY2009: 181 million yen

   FY2010: 62 million yen

(a) Purpose of the Project

The project will cover the costs of scholarships for graduate-level degrees in Japan for forty-eight newly selected young Chinese officials in the central government and other administrative agencies.

(b) Necessity of the Project

With the progress of reform policy of opening up to the outside world, the Chinese economy has been developing remarkably centering on coastal areas.  In this regard, China joined the World Trade Organization in December 2001 and regards it as a future challenge to build its foreign economic relations under equal and fair international rules.

In this situation, the development of the reform policy has been posing to the Government of China various policy challenges such as the maintenance of economic order in the market, improvement of economy-related laws and regulations and their smooth implementation, and the control of illegal activities.  The Government of China also needs to reform the systems of such fields as finance, banking, investment and taxes.

Japan and China have close geographical, economic and cultural relations.  Japan-China relations are one of the most important bilateral relationships.

Under these circumstances, the Government of China formulated the Project for Human Resource Development Scholarship with a view to maintaining sustainable development and promoting mutual understanding between the two governments, and requested the Government of Japan extend a grant aid for this project.  One of the priority areas of Japanese ODA to China is to promote the mutual understanding between the two countries and the grant assistance to this project is consistent with that view.  

(c) Effectiveness of this Project

With this project, it is expected that those promising human resources will contribute, as leaders in each field, to resolving the various problems facing their country, and to promoting government-level mutual understanding in the future.
