Results of the Fourth Negotiation for a Social Security Agreement between Japan and the Netherlands

1.  The Fourth Negotiation for a social security agreement between Japan and the Netherlands was held from April 2 (Mon) to 5 (Thu) at the Ministry of Foreign Affairs in Tokyo.

2.  The negotiation was attended on the Japanese side by Mr. Hideo Suzuki (Head of Delegation), Director of the European Policy Division, Ministry of Foreign Affairs, Mr. Masaya Ojika, Director of the International Pension Division, Ministry of Health, Labour and Welfare, and officials concerned from the Ministry of Foreign Affairs, the Ministry of Health, Labour and Welfare, and the Social Insurance Agency.  It was attended on the Dutch side by Mr. Cees J. Van Den Berg, Head of Conventions and National Insurance Department, Ministry of Social Affairs and Employment, and other officials concerned.

3.  At the negotiation, Japan and the Netherlands largely agreed on a draft whose main stipulations enable the avoidance of the double affiliation to the social security systems of the two countries, the tantalization of the period of coverage for establishing the entitlement to pension and the exportation abroad of pensions granted by the Netherlands.  The two countries will go through the necessary procedure and coordination to come up with a draft so that they will be able to sign the agreement as soon as possible.
