The Government of Japan welcomes a Report issued on January 9 in Geneva by the Appellate Body of the World Trade Organization (WTO) that affirms Japan's claims in its appeal, filed in October last year, concerning the zeroing procedures the US maintains in its anti-dumping procedures.
The Appellate Body Report issued today reversed the findings of the WTO Panel and found instead that the zeroing procedures adopted by the US in any type of anti-dumping procedures violate its obligations under the WTO agreement. The Appellate Body makes it clear that restrictions on international trade by impermissible anti-dumping duty imposition cannot be tolerated, and Japan highly values the Report as it will serve to maintain and promote the rule-based multilateral trading system.
