
Statement by Mr. Taro Aso, Minister for Foreign Affairs, on the Appointment of Mr. Motoo NOGUCHI as International Judge of Khmer Rouge Trials in Cambodia

- Japan sincerely welcomes that the Royal Government of Cambodia announced on May 8 (Mon) to appoint Mr. Motoo NOGUCHI, Professor (Senior Prosecutor) of United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), Ministry of Justice and Senior Attorney of International Legal Affairs Division, International Legal Affairs Bureau, Ministry of Foreign Affairs, as international judge of the Appeals Chamber of Khmer Rouge Trials which will take place in Cambodia.
- Japan attaches great importance to the Khmer Rouge Trials, which contribute to the progress of the rule of law and good governance in Cambodia. Japan, therefore, has been making active diplomatic efforts for the realization of the Khmer Rouge Trials, and especially, made a voluntary contribution of US$21.6 million which accounts for the half of the total cost required by the United Nations for the Trials (Approximately US$43 million for three years).
- Japan strongly hopes that the trials will be started promptly and persons who committed serious crimes under the regime of Khmer Rouge will be adequately tried before the court in conformity with international standards.
