Emergency Grant Aid for the Mudslides and Floods Disaster caused by Typhoon "Reming" in Southern Luzon Island, the Republic of the Philippines

  1. On December 26 (Tue), the Government of Japan decided to provide one million US dollars (111 million yen) in food aid to the Government of the Republic of the Philippines, which suffered massive mudslides and floods disaster caused by a large typhoon hitting the southern Luzon Island from November 30 to December 1. The grant will be contributed to the "Food-for-Work" Program which assists the relief efforts for the people affected by the disaster. This emergency assistance was finalized after the decision to provide emergency assistance up to one million US dollars (111 million yen) was conveyed from Minister for Foreign Affairs Taro Aso to Secretary of Foreign Affairs Alberto Romulo on December 8 at the Japan-Philippine Foreign Ministerial Meeting, and from Prime Minister Shinzo Abe to President Gloria Macapagal-Arroyo the following day at Japan-Philippine Summit Meeting respectively.
  2. Many disaster victims of the mudslides and floods disaster have lost their jobs and homes and have been compelled to an uncomfortable life as evacuees with uncertain future. Under such circumstances, the Government of Japan, based on the request of the Government of the Philippines, has decided to provide food aid for the Food-for-Work Program, providing foods to the victims who engage in reconstruction works in return for their labor.
  3. The Government of Japan has decided to extend this emergency grant aid in light of the need to assist the disaster victims as well as of friendly relations between Japan and the Philippines. The food aid should contribute to the early reconstruction and rehabilitation in the affected areas by improving the living conditions of the victims and by encouraging their will to recover.
