- Concerning the terrorist bombing that occurred in the Republic of Chechnya, I express my deepest condolences to all the victims and their families.
- Like the terrorist act in October last year, in which a Moscow theater was occupied, this recent terrorism involving ordinary citizens can never be justified on any grounds and be tolerated.
- As the Japan-Russia Consultation on Terrorism took place as recently as November 2002, in which useful talks were held on the fight against terrorism, Japan intends to continue maintaining close contact with Russia. I also believe that the close cooperation of the international community will continue to be important in the immediate future on issues such as this.
