Grant Aid for Governance Reform in Indonesia

  1. On November 1 (Fri), the Government of Japan decided to extend emergency grant aid of four million U.S. dollars to the United Nations Development Programme (UNDP) to support the Governance Reform in Indonesia.

  2. The Government of Indonesia is currently promoting Governance Reform, including the establishment of “the rule of law”, judicial reform, prevention of corruption and election system reform, aiming for clean and democratic nation-building. Governance Reform is absolutely essential to building a democratic government, and if the Reform is promoted, foreign and domestic investment in Indonesia that is stagnant will be activated.

  3. While the Government of Indonesia is endeavoring to promote Governance Reform, the international community, coordinated by the UNDP, established "Partnership for Governance Reform in Indonesia" (the Partnership) in October 2000, in cooperation with the Government of Indonesia and donor countries to support the reform effort. The Partnership is an organization that will assist projects to be conducted by governmental organizations of Indonesia and non-governmental organizations (NGOs) in various fields, such as judicial reform, police reform, election system reform, and prevention of corruption.

  4. This emergency grant aid is expected to support the activities of the Partnership and advance the Governance Reform policy of the Government of Indonesia.

  5. The intention to provide this emergency grant aid was directly expressed by Prime Minister Junichiro Koizumi to President Megawati Soekarnoputri of Indonesia during a Japan-Indonesia summit meeting on October 26 at the APEC meetings in Mexico, and President Megawati expressed her high expectations and gratitude.
